I was never sure until I started working with alcohol based perfumes. And you notice the difference in how the alcohol changes the different constituents over time. When you make an oil roll-on, you'll notice that it doesn't really change too much. That said, it depends on the oils - you may notice a difference in the oil base that you use as well. I clarified this observation with my perfumery mentor, just to make sure that I hadn't missed something :) The subtle movements between notes is more acute with alcohol based perfumes.
